NCAFC Membership Information

The NCAFC accepts applications for membership from independent, private, nonprofit, community-based organizations that operate a volunteer-driven free clinic or pharmacy that primarily serves low-income, uninsured North Carolinians.

The NCAFC reviews membership applications throughout the year through the use of a Membership Committee, made up of current member free clinics. A site visit by an NCAFC Membership Committee member is required.

The voting membership criteria are as follows:

  • Be a private, nonprofit corporation that has a 501(c)(3) tax-exempt status, or has applied for 501(c)(3) tax-exempt status, or is a program component of a larger 501(c)(3) tax-exempt organization.
  • Have an independent governing board (board of directors) composed of broad representation from the community, or an advisory board if a component of a larger program.
  • Be an organization whose primary mission is to provide health care services to individuals with limited resources (i.e., low-income, uninsured and underinsured).
  • Provide health care services, including one or more of the following: medical care, dental care, mental health care, or pharmacy.
  • Provide services free or with a minimal administrative fee; no patient can be denied access to services due to inability to pay.
  • Utilize volunteer health professionals that provide a significant portion of the health care services.
  • Demonstrate a commitment to minimizing barriers to care and providing quality care, as evidenced by policies and procedures that ensure the delivery of accessible, high-quality care to the target population.
  • Provide documentation of varied and significant base of community financial support (clinic cannot receive more than 50% of its annual revenues from federal grants).

Membership dues are calculated at 1/10 of 1 % of the programs cash-operating budget with a $200 minimum.

NCAFC reserves the right to deny membership to any clinic that does not fully meet the terms of the NCAFC membership application, as determined by the NCAFC reviewing body.

Membership in NCAFC does not guarantee eligibility for funding opportunities sponsored by the association. Each funding opportunity may have its own eligibility criteria.
